The gauge should read 40psi. Well if it turns over and won't start, try taking the hose off going to the throttle body and spray starting fluid in the throttle body. If it starts after doing this it is probably the fuel pump relay or fuel pump. If it doesn't that points to the ignition system, maybe a crank sensor.

Take one of the plugs out and put it back into the wire. Then put the plug on bare metal to ground it. Have someone turn the engine over and see if there is a spark. If there is a spark then the problem is no fuel.
